Senate GOP Back President's Proposal to Replace Affordable Care Act

US lawmakers are meeting during the weekend for the first time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a plan toxic to Democrats: eliminating the ACA, called Obamacare.

Deepening Impact of Government Shutdown

The effect on Americans from the lengthiest closure of the US government in history worsened on Saturday, as government employees went without pay, carriers were forced to cancel flights and SNAP benefits have been delayed for 42 million Americans.

President's Proposal from Florida Resort

As weekend session got started, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators praised the plan, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic senators shared concerned reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Ongoing Talks

The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an willingness to an developing proposal from a handful of centrist lawmakers to terminate the shutdown in return for a later vote on the ACA payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the subsidies.

"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the support of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Several analysts suggested that the core of such a proposal would remove the ACA's requirement that insurance companies cover patients with existing health issues.

After his resort visit, Trump went back to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough backing in 2017.
