The pace bowler has taken 309 wickets in 71 five-day games with an average of 22.10.
The Australian chair of selectors the selector has confirmed that pace spearhead Cummins will play a "major part" in this winter's Ashes series.
There were concerns that the veteran bowler might miss the series due to a stress fracture in his back that had not yet healed.
Previous updates from the squad suggested no final decision had been made regarding whether he would play, with the five-Test series scheduled to begin on the 21st of November in Perth.
He revealed that the captain is progressing and was "optimistic" about the likelihood of taking part.
"We know that time is getting short and various factors at play, aside from the back issue, but other factors as well," Bailey remarked.
"We're encouraged. [We are] really confident that he'll participate in a significant role. Hopefully it's the first Test. Otherwise, then we'll pick it up."
Injury History
Cummins was ruled out the white-ball matches against India and New Zealand last month after medical tests showed a stress reaction in his back.
Previous incidents include of spinal problems, with setbacks in 2012-13, 2013-14 and 2015-16 leading to absences from three Australian summers in a short span.
He emphasized he would be proactive in his approach in his recovery plan to make the squad for the series.
He mentioned that there was no confirmation if the captain had resumed bowling as part of his rehabilitation but acknowledged it was "becoming urgent" for him to recover fully for the first Test.
Contingency Plans
If he's unavailable, veteran batsman Smith will assume leadership.
The talented all-rounder was recently pulled out from the national team for their limited-overs matches against India as a safety move because of an abdominal issue.
Bailey described it as a "slight concern and confirmed that he'll feature in the state-level matches, so will be "in a good place to deliver overs."
"We put so much time has gone into creating the schedule for him to take part for the first Test as an all-rounder," Bailey explained.
"He was only going to play the first two ODIs anyway. How he handles the cricket bat in white-ball cricket, even if it just sets him back for 24 more hours, we opted to adopt a safer strategy."
